The Liability is a late story mission in Star Trek Fleet Command about tracking down a rogue agent. You speak with a Tal Shiar agent in Ami Bera, follow the AWOL agent to Neboo, pay a 4M Dilithium donation and find the agent’s hidden base in Ovala. It is picked up in Yina and needs warp 120 to start and complete. The game lists a recommended level of 1, but the warp 120 pickup is the real bar. The reward is 26 4★ Rare Refined Crystal and 100 4★ Uncommon Refined Crystal, and finishing it unlocks the next mission, Hunted.
The Liability objectives
The story line asks you to track down the rogue agent. There are five objectives in a fixed order and no choice split:
- Speak with the Tal Shiar agent. Location: Ami Bera.
- Track down the AWOL agent. Location: Neboo.
- Donate 4M Dilithium.
- Find the agent’s hidden base. Location: Ovala.
- Return to Your Station.
There is no fight in this mission. The steps are travel across three systems plus one large donation in the middle, then a trip home.
Where and what warp
The pickup system is Yina, and the mission needs warp 120 to start and to complete. The route then runs through Ami Bera, Neboo and Ovala.
The recommended level is listed as 1. Warp 120 and 4 million spare Dilithium are what the mission actually asks of you.

Completing the mission also unlocks the next mission, Hunted. The Liability carries no faction reputation changes.

Both are donation missions with no combat, and both pay 4★ refined materials. The difference is the faction side: Forging Ties is a Romulan mission that costs 1,350,000 Federation Points and 300,000 Klingon Points, while The Liability leaves your reputation untouched.
Hostiles along the route
Nothing needs to be fought, but current hostile data shows plenty to farm on the way. Yina has Romulan Patrol ships from level 43 to 49 and Romulan Enforcers from 44 to 48. Ami Bera has Romulan hostiles from about level 40 to 46, Neboo has Fearless Bandits from 41 to 47, and Ovala has Reckless Bandits in the same range.
Tips
Check your Dilithium before you accept. The donation comes in the middle, right after the Neboo step, so have the 4 million ready by then.
Any ship with warp 120 will do. With no combat objective, a fast ship saves time across three systems.
Keep the 4★ Rare Refined Crystal for high-level upgrades that ask for it. Other missions are listed on the mission guide.
