Who Wants to Begin? is a level 62 main storyline mission in Star Trek Fleet Command. After the talks with the major factions go badly, Maia needs time to draft a plan, and she asks you to keep exploring the Mortican Frontier in the meantime. The mission needs only warp 1 to start and finish: complete 5 Planetary missions and donate 5 Planetary datapads. The reward is 5,170,000,000 Tritanium and 324,000 Raw Σ-Parsteel, and it unlocks Developing Minds.
Who Wants to Begin? objectives
There are two objectives and no choice split:
- Complete 5 Planetary missions.
- Donate 5 Planetary datapads.
Neither step names a system. The first asks for any five Planetary missions, and the second has you hand in five Planetary datapads so Maia can keep collating data on the Frontier and the dangers ahead.
Where and what warp
The mission has no pickup system and lists warp 1 to start and warp 1 to complete. Where you actually fly depends on which Planetary missions you run. The game lists a recommended level of 62, the same as the missions around it.

The same pair of objectives appears earlier in the storyline as Frontier Outreach at level 61, which pays 304,878,049 Tritanium and 1,300 5★ Common Explorer Parts. The level 62 version pays far more Tritanium.
Tips
The datapads come from Planetary missions, so keep five in reserve for the donation step rather than spending them elsewhere. Any Planetary missions count toward the first objective, so pick the quickest ones near your station.
