Frontier Outreach is a level 61 mission in Star Trek Fleet Command where Maia turns your attention to the ordinary settlers of the Frontier while you wait for Howards to return. It starts and finishes at warp 1, has no fights and no travel objectives, and asks for five Planetary missions and a donation of five Planetary datapads. The reward is 304,878,049 Tritanium and 1,300 5★ Common Explorer Parts, and finishing it unlocks Ever Expanding. For two objectives, that is a large Tritanium payout.
Frontier Outreach objectives
Maia expects the recent flare-up between the factions to hit ordinary people across the Frontier hardest, and she wants you to spend the waiting time helping them. Once that work is done, she asks for the datapads you picked up along the way so she can learn more about the region.

Neither objective names a system, and there is no choice split, so every player follows the same two steps in the same order. The mission closes as soon as the five datapads are handed over.
Where and what warp
The game lists warp 1 both to start and to complete Frontier Outreach, and no pickup system is given. There is nowhere specific to fly to for this mission itself; the work is in the five Planetary missions. The recommended level is 61, which matches the missions on either side of it in this storyline.

Frontier Outreach and the missions around it
Frontier Outreach belongs to the storyline that opens with The Frontier. It follows Beyond Pretense and leads into Ever Expanding, and the three missions ask for very different things.

Beyond Pretense is the combat-heavy one, with fights listed at more than 3.3 billion strength. Frontier Outreach and Ever Expanding are both warp 1 missions, but Ever Expanding is gated behind an Operations upgrade to level 62, so the jump from this mission to the next can take much longer than the mission itself.
Tips
Keep your Planetary datapads. The donation step asks for five of them, and the mission cannot be finished until they are handed over, so make sure you still have five when you reach that step.
The Explorer Parts only matter if you are building or upgrading an explorer. The Tritanium is useful to every player, and at over 304 million it is the headline of this mission.
Plan the Operations upgrade early. Ever Expanding needs Operations at level 62, so if your station is still well short of that, start on the upgrade before you finish Frontier Outreach.
