Whistleblower is a three-part mission chain in which you try to expose the Aggregation. You contact Captain Cedar of Starfleet, gather evidence from Nero’s station, and present it to the Transogen Mining Committee summit in Andoria. All three parts are recommended for level 35, start at warp 1 and finish between warp 27 and warp 32. Rewards include a VIL Gul Dukat shard, 188,000 Officer XP, 22,518,000 Parsteel and 500 Romulan Recruit Tokens. The fights are light, but Part 1’s 42M Parsteel repair bill is steep, and finishing the chain unlocks Carrot and Stick.

Whistleblower Part 1
Contact Captain Cedar to spread awareness about the Aggregation. You stall for time in Vendor, meet Cedar in Peckinpah, patch up the captain’s ship and head for the committee summit.
- Buy yourself some time to contact Starfleet in Vendor.
- Meet with Captain Cedar in Peckinpah.
- Defeat 5 hostiles of level 35 or higher.
- Use 42M Parsteel to patch up Captain Cedar’s ship.
- Reach the Transogen Mining Committee summit in Andoria.
Warp to complete: 32. Rewards: 188,000 Officer XP, 22,518,000 Parsteel, 2,200 3★ Raw Ore.
Whistleblower Part 2
Gather evidence against the Aggregation. Nero’s station in Oppidum Frumenti is guarded, and after getting in you track down Dekar in Januu and copy a transmitter.
- Gather evidence from Nero’s station in Oppidum Frumenti.
- Access the station in Oppidum Frumenti (enemy strength ~527,149).
- Stop the Orion guard in Oppidum Frumenti (enemy strength ~673,107).
- Find Dekar in Januu.
- Create a copy of the transmitter with 7M Tritanium.
Warp to complete: 27. Rewards: 500 Romulan Recruit Token, 3,450,000 Tritanium, 2,200 3★ Raw Gas.
Whistleblower Part 3
Present the evidence to the Committee. Someone follows you back to Andoria, and you have to lose the tail and catch up with Ambassador H’gresh before the Committee hears you out.
- Return to the Committee summit with the evidence in Andoria.
- Get rid of the tail in Andoria (enemy strength ~531,649).
- Catch up with Ambassador H’gresh in Andoria.
- Return to the Committee in Andoria.
- Return to Station.
Warp to complete: 30. Rewards: 263,000 Dilithium, 2,200 3★ Raw Crystal, 1 VIL Gul Dukat shard.
Whistleblower and the chains that follow
Finishing Whistleblower Part 3 unlocks Carrot and Stick, which leads into The Artery and then Eleventh Hour. All four chains are level 35, and each pays one VIL Gul Dukat shard in its final part.

Tips for completing Whistleblower
Have Parsteel ready. Part 1 asks for 42M Parsteel to patch Cedar’s ship and pays back 22,518,000, so you are about 19.5 million short on that part alone. Part 2 then takes 7M Tritanium for the transmitter and returns 3,450,000.
Warp 32 covers the chain. The three named fights run from about 527,000 to 673,000 strength, and the only hostile sweep is 5 level 35 targets in Part 1.
Are the Whistleblower rewards worth it?
On resources alone it runs at a loss, since the two payments outweigh the Parsteel and Tritanium it returns. The reasons to play it are 188,000 Officer XP, 500 Romulan Recruit Tokens, the VIL Gul Dukat shard and the unlock for Carrot and Stick, which starts the rest of the Gul Dukat shard run.
