Carrot and Stick is a three-part mission chain that follows Whistleblower and puts you to work for Winn Adami. You obtain Enhanced Transogen for her by leaning on a scientist, push Hurak into a clash with Gary Mitchell, and then use both of them to grow her forces at an arena in Lixar. All three parts are recommended for level 35, start at warp 1 and finish between warp 32 and warp 47. Rewards include a VIL Gul Dukat shard, 22,518,000 Parsteel and 350 Ultra Recruit Tokens. Costs are low, and the warp 47 trip in Part 2 is the main hurdle.

Carrot and Stick Part 1
Find Enhanced Transogen for Winn Adami. After meeting her in Vendor, you hack the Transogen Mining Committee’s records to locate a scientist, send Stirga after the scientist’s family in Barklay, and corner the scientist in Hoskk.
- Meet with Winn Adami in Vendor.
- Find the scientist’s location in Andoria.
- Hack the Transogen Mining Committee’s database with 1M Dilithium.
- Send Stirga to take the scientist’s family hostage in Barklay.
- Meet the scientist in Hoskk.
- Neutralize the scientist’s vessel in Hoskk (enemy strength ~531,649).
- Return for Stirga in Barklay.
Warp to complete: 32. Rewards: 350 Ultra Recruit Token, 22,518,000 Parsteel, 15 5 Hour Speed Up.
Carrot and Stick Part 2
Convince Hurak to confront Gary Mitchell. You hand Winn Adami the sample in Forseti, keep out of sight of Hurak’s ship, and then hit Mitchell’s Transogen supplies in Kuat.
- Pass Winn Adami the Enhanced Transogen sample in Forseti.
- Defeat 8 hostiles of level 35 or higher.
- Hide from Hurak’s ship in Forseti.
- Find Gary Mitchell’s station in Kuat.
- Destroy the Transogen supplies in Kuat (enemy strength ~652,792).
Warp to complete: 47. Rewards: 2,000 Ship XP, 1,794,000 Tritanium, 20 30 Minute Repair Speed Up.
Carrot and Stick Part 3
Use Gary Mitchell and Hurak to grow Winn Adami’s forces. You escape Mitchell’s forces in Nekosa and join Winn Adami at the arena in Lixar, where the chain ends with two fights.

Carrot and Stick and the linked chains
Carrot and Stick is unlocked by finishing Whistleblower, and completing it unlocks The Artery, which leads into Eleventh Hour. All four chains are level 35, and each pays one VIL Gul Dukat shard in its final part.

Tips for completing Carrot and Stick
Part 2 needs warp 47, the highest in this four-chain run. Parts 1 and 3 sit at warp 32 and 40.
The costs are small: 1M Dilithium to hack the committee’s database in Part 1 and 300 3★ Raw Gas in Part 3. Part 3 pays 690,000 Dilithium, so most of the Dilithium comes back.
Named fights range from about 531,000 to 653,000 strength. Part 3 puts two of them back to back in Lixar, so arrive repaired. The only hostile sweep is 8 level 35 targets in Part 2.
Are the Carrot and Stick rewards worth it?
Yes, as a cheap step in the Gul Dukat shard run. The chain pays 22,518,000 Parsteel, 1,794,000 Tritanium, 690,000 Dilithium, 350 Ultra Recruit Tokens and speed ups, plus one VIL Gul Dukat shard and the unlock for The Artery. The STFC mission guide lists other level 35 chains.
