Lesser of Three Evils is a Star Trek Fleet Command storyline mission in which you pick a side in a three-way stalemate between the Federation, the Klingons and the Romulans in the Rator system. The game lists a recommended level of 1; it starts at warp 1 and needs warp 20 to finish. You attack one faction’s ship and escape to Orion Prime. Every choice pays 100,000 Parsteel and a Relocation Token, plus Officer XP, refined ore or recruit tokens depending on the ship you destroy. It unlocks Rosetta Stone.
Lesser of Three Evils objectives
One shared objective leads to a three-way choice:
- Investigate the three-way stalemate in the Rator system. Location: Rator.
- Attack the Federation, Klingons or Romulans.
Destroy the Federation ship
- Defeat the Federation Explorer. Location: Rator (enemy strength ~54,559).
- Escape to Orion Prime. Location: Orion.
Rewards: 100,000 Parsteel, 25,000 Officer XP, 1 Relocation Token.
Destroy the Klingon ship
- Defeat the Klingon Battleship. Location: Rator (enemy strength ~53,959).
- Escape to Orion Prime. Location: Orion.
Rewards: 100,000 Parsteel, 350 3★ Common Refined Ore, 1 Relocation Token.
Destroy the Romulan ship
- Defeat the Romulan Interceptor. Location: Rator (enemy strength ~55,452).
- Escape to Orion Prime. Location: Orion.
Rewards: 100,000 Parsteel, 200 Premium Recruit Tokens, 1 Relocation Token.
Where and what warp
Warp 1 to start and warp 20 to complete, with no pickup system. Rator is where the stand-off and the fight happen, and every path ends at Orion Prime.
All three enemy ships sit between about 54,000 and 55,500 strength, so the fight is about the same whichever side you attack.

No faction points are listed on any path. Every choice unlocks the next mission, Rosetta Stone.
Which side to attack
The fights are nearly identical, so pick by reward. Attacking the Klingon Battleship pays 350 3★ Common Refined Ore, useful for upgrades around this stage. Attacking the Romulan Interceptor pays 200 Premium Recruit Tokens. Attacking the Federation Explorer pays 25,000 Officer XP. Since none of the paths lists a faction points change, reputation does not need to guide the choice.
Lesser of Three Evils and the missions around it
Academic Credit, two missions earlier, has you rescue Starfleet cadets and take them to Rigel VII for 150,000 Parsteel and 70 3★ Battleship Parts. After Lesser of Three Evils, Rosetta Stone asks you to collect 3 Encryption Keys from missions on Rator, P’Jem or Morska for 500,000 Parsteel and 75 3★ Survey Parts, and A Link to the Past begins decoding the message in an ancient artifact for 1,000,000 Parsteel. Both of those stay at warp 1.
