Heavy is the Head is a level 61 Romulan mission in Star Trek Fleet Command. Senator Breva demands an escort to a Senate hearing in Digali, an assassin attacks the hearing, and the trail leads to a Reman ship in Badgerya. It starts in Gratia-3 and needs warp 900 both to start and to complete. After two big fights you decide whether to believe the Remans or wipe them out, and each choice pays a different reward set on top of 3,600 Romulan Credits and 104,000,000 Romulan Points.
Heavy is the Head objectives
Breva mistakes your ship for his transport, then threatens you into taking him to Digali anyway. He wants the Senate to reject Senator Thelva’s plan to give the Reman colonies full citizenship. During Thelva’s speech a cloaked ship opens fire on the Senate station, and when it retreats it looks like a Reman design.

In Badgerya the assassin’s warp core goes critical before you can take the pilot alive, so the only lead is the Reman vessel it was meeting. After you defeat it, the Reman crew insist they only helped a ship flying their colors. Your officer admits they may be covering their tracks or may be innocent, and the mission branches.
Believe them
The grateful Reman mentions that Breva visited them a week earlier with a gift of Romulan weapons, which sends you back to search his office.

Wipe them out
You treat the Remans as guilty and open fire. Their communication log, recovered before the ship is destroyed, shows the same link to Breva.

Both paths end the same way in the story. Breva’s logs show he has armed Reman militants for years to wreck Thelva’s career, and when confronted he offers to leave valuable materials behind so you both walk away.
Where and what warp
The pickup system is Gratia-3, and the mission needs warp 900 to start and warp 900 to complete, so every system on the route sits at the same range. Digali hosts the hearing and the assassin fight, Badgerya the Reman fight, and both paths finish back in Gratia-3. The game lists a recommended level of 61.

Heavy is the Head is a standalone mission and does not unlock a follow-up part.
Tips
The two named fights are the real test. The assassin in Digali is listed at about 2.22 billion strength and the Reman ship in Badgerya at about 2.11 billion, and you cannot skip either one. If your ship can clear the assassin, the Reman fight is slightly easier.
Believe them is the shorter route. Wipe them out adds 12 kills of level 60 or higher hostiles before you can head back, so it takes longer. What you get for the extra work is 238,000 Raw Σ-Dilithium and 4,000 Culver Particles in place of 50,000 Iso-emulsion and 250 8 Hour Speed Ups. Pick by which of those you are shorter on.
Check your standing before you accept. Either path costs 152,256,000 Federation Points and 101,504,000 Klingon Points, so this is a mission for players building Romulan reputation.
