Forging Bonds is a Romulan-side mission in Star Trek Fleet Command where you help persuade the Suliban Cabal to put aside its hatred of the Suliban Nomads. You fit a transponder at Davidul, monitor a Nomad scout in Amador, deal with a decoy and then defend Kelia from the Klingons before returning to Davidul. The mission is offered in eight systems and needs warp 13 to start and finish. The reward is 2 Vella shards and 60 3★ Survey Parts.
Forging Bonds objectives
There are five objectives and no choice split:
- Fit a Suliban transponder at Davidul. Location: Davidul.
- Monitor the Suliban Nomad scout in Amador. Location: Amador.
- Defeat the Decoy Drone ship. Location: Amador (enemy strength about 982).
- Defend Kelia from the Klingons. Location: Amador (enemy strength about 17,996).
- Return to Davidul. Location: Davidul.
The mission starts and ends at Davidul. In between, everything happens in Amador: you shadow the Nomad scout, knock out a Decoy Drone ship at roughly 982 strength and then defend Kelia against a Klingon attack at about 17,996. The Klingons are the real fight. After that you head back to Davidul to finish.
Where and what warp
Forging Bonds can be picked up in Aciben, Eisenhorn, Wezen, Zhang, Eizeb, Bubeau, Bharani or Vemet. Warp 13 is needed both to start and to complete.
The game lists a recommended level of 1. Warp 13 and a Klingon fight near 18,000 strength are what actually matter.

The reputation changes are tiny. The mission does not unlock a follow-up.
Forging Bonds and Jolan Tru compared
Jolan Tru is another warp 13 Romulan-side mission with the same reputation line and an officer shard reward. Its Klingon B’Rel has the same listed strength as the Klingons you face here.

If your ship wins one, it can win the other. Run both if you are collecting Vella or Arix.
Tips
The Decoy Drone is a warm-up. Save your repairs for after the Klingon fight, which is about eighteen times stronger.
