Decipher is a main storyline station mission in Star Trek Fleet Command. To pull the data out of the Progenitor transmission, you need a stronger station, so the mission asks you to upgrade Operations to level 34. It needs only warp 1 to start and finish, and the game lists a recommended level of 1, so the upgrade is the only real requirement. The reward is 10,000,000 Parsteel, and finishing it unlocks Warzones.

There is a single objective and no choice split:
- Upgrade Operations to Level 34.
No system is named and no hostile is listed. The mission clears when Operations reaches level 34.

Warp 1 to start and warp 1 to complete, with no pickup system. The whole mission happens on your station.

Treasury level 1 is the requirement most likely to catch you out, since it is a separate building you may not have placed yet.

Tips
The separate Upgrade Operations to Level 34 mission asks for the same upgrade and pays 6,000,000 Tritanium and two 1 Hour Repair Speed Ups, so check it as well when the building finishes.
