Decipher is a main storyline station mission in Star Trek Fleet Command. To pull the data out of the Progenitor transmission, you need a stronger station, so the mission asks you to upgrade Operations to level 34. It needs only warp 1 to start and finish, and the game lists a recommended level of 1, so the upgrade is the only real requirement. The reward is 10,000,000 Parsteel, and finishing it unlocks Warzones.

Tips
The separate Upgrade der Operationen auf Stufe 34 mission asks for the same upgrade and pays 6,000,000 Tritanium and two 1 Hour Repair Speed Ups, so check it as well when the building finishes.
