It only spawns as a Survey ship, which is the weakest hull in a fight, so almost any battle ship takes it down. How to beat the Federation Transport
This hostile appears only as a Survey ship across its whole level range, so there is nothing to swap between levels. Survey hulls fight poorly, which makes the Federation Transport one of the softer targets in its band. Bring any combat ship you have ready: an Interceptor, Battleship, or Explorer all work, since a Survey target has no class advantage to punish you. Its listed defense is high, so a slow ship can drag the fight out over several rounds. Pick a ship whose weapons grind through defense and the kill comes quickly.
Watch the stat jump near the top of the range. Levels 35 to 39 add Parsteel and Dilithium, and levels 40 to 43 swap those for 4★ Broken Survey Parts. Ship XP scales steeply with level, from 330 at level 35 up to 1,875 at level 43, so higher targets move your ship’s own experience along faster.
