The Command Center is the station building where you seat Fleet Commanders so their fleet-wide buffs go live. It unlocks once Betrieb reaches level 15 and upgrades all the way to level 60. Every upgrade raises the Attack, Defense, and Health of your Offiziere, and the second Fleet Commander seat opens at level 40. If you run Fleet Commanders, it earns a steady spot on your upgrade list; if you have not unlocked any yet, it can wait.
What the Command Center does
The building lets you assign Fleet Commanders to duty seats so their buffs apply to your whole fleet. Dock your ships before you change who is seated, since the buffs only take hold while the fleet is home. Each upgrade also grants an Officer Stats Bonus that increases the Attack, Defense, and Health of all your officers, plus a one-time batch of Ungewöhnlich skill points you can spend on their skill trees.

From there, each higher level of the Command Center needs a matching Operations level before you can start the upgrade.

Because every level raises the Officer Stats Bonus, the Command Center pays back across your entire roster instead of one ship. The first fifteen or so levels are cheap and quick, so pushing it up alongside your Operations level early costs almost nothing and starts stacking that bonus.
Level 40 is the point worth planning around. It opens the second Fleet Commander seat, which lets you run two commanders and two sets of fleet-wide buffs at once. Past that, the resource and time costs grow fast, so most players raise the building only as each new Operations tier unlocks the next level rather than rushing ahead of it.
