Upgrade Drydock C to Level 4 is a station mission in Star Trek Fleet Command with one objective: raise your third drydock to level 4. Building Drydock C is the expensive part, at 40,000 Parsteel and six hours. After that, the early levels cost only a few thousand Parsteel each and build in minutes. Their Operations requirements run only from 2 to 5.

Run Drydock C from level 2 to level 5 in one sitting. Each level takes minutes and has its own mission, so you can work through all four quickly.
Keep going past level 5. R&D Department level 18 later requires Drydock C at level 8, and the Drydock C 5 mission leads straight into that R&D mission.
