Building Drydock C is the expensive part, at 40,000 Parsteel and six hours. After that, the early levels cost only a few thousand Parsteel each and build in minutes. Their Operations requirements run only from 2 to 5.

The upgrade missions climb by 100 Tritanium per level, with the same two speed ups each time. Because these Drydock C levels cost only Parsteel, the Tritanium from each mission is a straight gain rather than a refund.
Tips
Run Drydock C from level 2 to level 5 in one sitting. Each level takes minutes and has its own mission, so you can work through all four quickly.
Keep going past level 5. R&D Department level 18 later requires Drydock C at level 8, and the Drydock C 5 mission leads straight into that R&D mission.
