- Defeat the Tholian ship. Location: New Dozaria. Enemy strength is roughly 73,260.
- Bring Niir to the meeting. Location: Draken.

The first two objectives share New Dozaria, a level 25 neutral system. You arrive at the outpost, and the Tholian ship is the only thing you have to beat. With that done, the mission moves to Draken, a level 23 Romulanisch system, where you deliver Niir to the meeting. The last step brings your ship home.

The pickup system is New Dozaria. Both the start and the finish need warp 20, so if your ship can reach New Dozaria it can reach everything else the mission asks for.
The recommended level is 25, which lines up with the level of New Dozaria itself. The Tholian fight is the step that decides whether your ship is ready.

Like A Hurricane is the middle of three level 25 Missionen that follow Niir Tazak and the trouble between the Tholians and the Suliban. Current game data for the three:

Enemy strength stays almost flat across the three, so a ship that clears one can clear the others. Like A Hurricane is the only one of the three that pays ship parts, while Paper Trail doubles the fighting and pays the most Ressourcen.
Tips
Bring a combat ship. Three of the four objectives are travel, but the Tholian ship sits at about 73,260 strength and will beat a mining or survey hull.
Prioritise it if you fly a battleship. The 240 3★ Battleship Parts are the standout reward here and the one thing the other two missions in this stretch do not pay.
