Three buildings gate this level instead of the usual two. The Parsteel Warehouse requirement lines up with the mission before this one, which asks you to take that warehouse to level 27.
The 1,750,000 Tritanium reward is more than four times the Tritanium listed in the base cost, so it goes a long way toward Operations 30.

Check the Wissenschaft Lab. Werft and Parsteel Warehouse are part of the normal upgrade rhythm, but Science Lab 28 sits outside that pattern, so confirm it is built before you plan around the Operations 29 start date.
Use the repair speed ups together. Three 15 Minute Repair Speed Ups add up to 45 minutes, enough to clear a moderate repair on one ship.
