Upgrade Operations to Level 28 is a station mission in Star Trek Fleet Command with one objective: raise your Operations building to level 28. It starts and finishes at warp 1, and the game lists a recommended level of 1, so the upgrade is the only real requirement. The reward is 1,500,000 Tritanium and three 15 Minute Repair Speed Ups. That is far more Tritanium than Operations 28 itself costs.

The 1,500,000 Tritanium reward is roughly six times the Tritanium that Operations 28 costs. Parsteel and refined Erze are the real bill at this level, so the Tritanium is best saved for the next few upgrades.

Check the Engine Technology Lab. Operations 28 is the level that asks for it, so a lab left behind will hold this upgrade up.
