Propaganda is a level 76 Romulan mission in Star Trek Fleet Command in which an esteemed Romulan journalist needs help with a story. It is picked up in Nabireia and needs warp 4,000 to start and to complete, with stops in Kilmihil, Rey’Kyav and Sebireia. There is no named fight, only 10 hostiles of level 76 or higher, and no donation. The reward is 66,000 Σ-Dilithium, 1,000,000 Ship XP and 1,000 Σ-Romulan Credits. It is mostly travel and meetings, with a modest payout for the Romulan side.
Propaganda objectives
There are five objectives and no choice split:
- Find a surge. Location: Kilmihil.
- Defeat 10 hostiles of level 76 or higher.
- Meet with Alexis. Location: Rey’Kyav.
- Meet with Kotoma. Location: Sebireia.
- Return to Nabireia. Location: Nabireia.
The story starts at a surge in Kilmihil. After the hostiles you meet Alexis in Rey’Kyav and Kotoma in Sebireia, gathering material for the journalist, and then return to Nabireia to wrap up.
Wo und welcher Warp
The pickup system is Nabireia, where the mission also ends. Warp to start and warp to complete are both 4,000, and the recommended level is 76.
Three separate systems sit between the start and the finish, so this is one of the longer routes at level 76. The hostile count has no system attached; clear it around Kilmihil before you set off for Rey’Kyav.

All four give the same Romulan, Federation and Klingon point changes. Propaganda pays the fewest Σ-Romulan Credits of the group, so it is the one to leave for last if credits are what you are after.
Tips
A ship that can farm level 76 hostiles is enough. There is no single strong enemy to prepare for.
The 1,000,000 Ship XP is a useful boost for a ship you are still levelling. Strange Encounters also picks up in Nabireia and visits Kilmihil at this level, so the two fit on one route.
Kotoma is at the centre of the Order’s story in Lu Shiar and Back to the Beginning.
