How to beat the Klingon Arsenal
The Klingon Arsenal only appears as a station-type armada target, so the hull-counter triangle does not apply. From level 32 upward the warp requirement rises quickly, and the level 47 and 50 stations sit in warp 120 to 160 territory, deep in high-level Klingon systems that only late-game ships can reach. Each level appears in its own small cluster of systems, so once your alliance settles on a target level you can park near it.
