The gate is the Armada Control Center rather than the R&D Department, and there are no research prerequisites. The base time is before your research-speed bonuses.

What Armada Pillager does

The 30% applies to the base loot of every armada type, so it stacks with the ship-, faction- and credit-specific armada research below. For players who run armadas with their alliance or farm solo armadas every day, it is a flat raise on one of the game’s main income streams. Unlike most armada bonuses, it does not depend on which ship you fly.

Reaching Armada Control Center 46

The Armada Control Center itself is unlocked by the Station research Unlock Armada Control Center at Operations 23, which costs 200K Tritanium, 1K Armada Tactical Cores and 100K Dilithium. Armada Tactical Cores are also what you spend to upgrade the building toward level 46.

Other research that raises armada rewards

Armada Pillager is the only research that raises loot from every armada at once. The rest target one reward type, one armada family or one ship, and they stack with it:

Is Armada Pillager worth it?

An easy yes for anyone who hits armadas regularly; few single levels in the Station tree pay out this directly. See solo armadas und armada locations for targets worth farming, Borg armadas und formation armadas for the bigger group fights, and the Station Research guide for the rest of the branch.
