A Phantom and a Fool is a level 58 Romulanisch mission in Star Trek Fleet Command set in Immortal space. Veruul Aaith calls for help because a Senate assassin known as the Ghost is hunting him. It is picked up in Dairuum and needs warp 440 to start and to complete. After you stop the Ghost in Hauge, you choose whom to follow. Both paths pay a Romulan Immortal Datapad, 800 Romulan Credits and 4,200,000 Romulan Points; the Ghost path adds 13,000 5★ Common Refined Erze and the Veruul path 500 Romulan Recruit Tokens.

Veruul refuses to explain over the channel and simply sends coordinates. When you arrive, a ship is closing on him. Its pilot introduces himself as the Ghost, an assassin sent because the Romulan Senate is unhappy that Veruul has sided with the Immortals.
- Respond to the distress signal. Location: Hauge.
- Stop the Ghost. Location: Hauge.

You disable the Ghost’s ship, but he gets away in an escape shuttle, and Veruul uses the distraction to flee as well. Your officer asks who you should follow.
Go after the Ghost
- Track the Ghost’s escape shuttle. Location: Horgi.
- Get to a safe distance. Location: Horgi.
You catch up with the shuttle just as Veruul arrives, determined to make his name by killing the assassin himself. You stand back, and Veruul brags that he has eliminated the Ghost.
Go after Veruul
- Track Veruul’s ship. Location: Omadi.
- Get to a safe distance. Location: Omadi.
This time the Ghost’s escape pod approaches Veruul’s ship, and the assassin plans to board it and finish the job from inside. Once again you stand back, and the Ghost reports that it was almost too easy.

The pickup system is Dairuum, and the mission needs warp 440 to start and warp 440 to complete. The first two objectives are in Hauge. The Ghost path ends in Horgi, and the Veruul path ends in Omadi. The recommended level is 58.

Tips
The choice only changes one line of the reward, so pick by what you need. The Ghost path gives 13,000 5★ Common Refined Ore, and the Veruul path gives 500 Romulan Recruit Tokens. Everything else, including the Immortal Datapad, is identical.
Stopping the Ghost in Hauge is the only listed combat, and no enemy strength is shown for it. After the split both paths are two short steps with no fighting, so the mission is quick once you reach Hauge.
