Civilian Casualties is a Romulan faction mission in Star Trek Fleet Command. The goal is to raise tension between the Federation and the Klingon Empire by destroying a Klingon civilian outpost. You pick it up in Nequencia at warp 32, and it needs warp 48 to complete. The game lists a recommended level of 1, but the local defense force vessel is about 1,426,536 strength. The reward is 16,660,000 Parsteel, 490,000 Dilithium and 100,000 Romulan Points, with a Federation loss.
Civilian Casualties objectives
There are four objectives and no choice split:
- Return to the pattern resequencing station on Patera. Location: Glintara.
- Orbit the Klingon research outpost. Location: Mempa.
- Destroy the local defense force vessel. Location: Mempa. Enemy strength is roughly 1,426,536.
- Report to Director Selen. Location: Khazara.
You start at the resequencing station on Patera in Glintara, then cross into Klingon space at Mempa. Orbiting the outpost brings out the local defense force, the only fight. The mission ends when you report to Director Selen in Khazara.
Where and what warp
The pickup system is Nequencia, which needs warp 32. Completing the mission needs warp 48 to cover Glintara, Mempa and Khazara. Nequencia, Glintara and Khazara are Romulan systems, and Mempa is Klingon, so the route crosses into Klingon space for the fight and back out again to report.
The recommended level is listed as 1. The real bars are warp 48 and a ship that can beat an enemy of about 1.4 million strength.

Civilian Casualties needs the most warp of the four and is the only one of them that pays Dilithium.
Tips
Bring a combat ship with room to spare over 1.4 million. The defense force vessel is the only fight, but it is in Klingon space, far from home.
Check your warp before you accept. The pickup needs warp 32, but the mission needs 48, so a ship that reaches Nequencia may still fall short.
