City Middle is a station mission in Star Trek Fleet Command with a single objective: upgrade Operations to level 38. It needs only warp 1, and the game lists a recommended level of 1, so the Operations 38 upgrade is the only real requirement. The reward is 40,000,000 Parsteel, and finishing it unlocks Ancestral Answer. The mission pays for part of an upgrade you would build anyway.
City Middle objectives
The story line is the objective itself. There is one step and no choice split:
No system is named, no hostile is listed and nothing is donated. The mission completes when Operations reaches level 38.
Where and what warp
Warp 1 to start, warp 1 to complete, and no pickup system. Everything happens at your station.
The recommended level shows as 1, but you cannot finish until Operations 38 is built, so treat the upgrade as the true level requirement.
City Middle rewards
The reward is 40,000,000 Parsteel. Completing the mission also unlocks the next mission in the storyline.
What Operations 38 costs
The upgrade is expensive, and the Parsteel reward covers only a small share of it. Current building data for the step:

Against a Parsteel bill of more than 925 million, the 40 million reward is about 4 percent. Put another way, it is a refund that helps with the next upgrade rather than a way to pay for this one.

Tips
Start Shipyard 37 early. Operations 38 requires it, and the build timer on Operations itself is almost 86 days before speed-ups, so any delay on the Shipyard pushes this mission back further.
Ancestral Answer, the next mission, needs warp 47. If your ships are short of that range, you can still complete City Middle for the Parsteel and come back to the storyline later.
