Balanced Terror is a level 61 Romulan faction mission in Star Trek Fleet Command. A Romulan who believes the Federation’s ideals are a bigger threat than any Klingon fleet takes you across the Neutral Zone to destroy two Starfleet border outposts. You pick it up in Cualonor, need warp 900 to start and warp 1,000 to complete, and there is no choice split. The reward is 231,000 Raw Σ-Tritanium, 96,000 6★ Raw Crystal and 3,600 Romulan Credits. With eight objectives across four systems, it is one of the longer Romulan missions at this level.
Balanced Terror objectives
- Go to the Neutral Zone. Location: Steria.
- Infiltrate Federation Space. Location: Solas Astra.
- Defeat 14 hostiles of level 60 or higher.
- Destroy the outpost. Location: Solas Astra.
- Find the second outpost. Location: Keylali.
- Defeat the USS Stormcrow. Location: Keylali (enemy strength about 2,222,048,490).
- Destroy the outpost. Location: Keylali.
- Return to Romulan Space. Location: Yunii.
Your contact complains that the Senate has lost its nerve and will not deal with the Federation, so the two of you act alone. The first outpost in Solas Astra is guarded, which is where the 14 kills come in, and once the guards are down you finish the outpost itself so there are no witnesses. The second outpost in Keylali brings a response: the captain of the USS Stormcrow sees through your Independent cover and orders you to lower shields. After that ship falls, you destroy the last outpost and slip back to Yunii before reinforcements arrive. The mission ends with your contact pleased that Starfleet has no solid evidence tying the attacks to the Empire.

The mission is picked up in Cualonor. It needs warp 900 to start and warp 1,000 to complete. The route runs Steria, Solas Astra, Keylali and finally Yunii, so expect a fair amount of travel between steps. The recommended level is 61.

Tips
Bring a combat ship. The 14-kill grind comes early and the Stormcrow fight comes later, so you will spend most of the mission shooting. The Stormcrow sits at about 2.2 billion strength, below the 2.6 billion of General Gor’tas in A Shattered Blade.
Balanced Terror pays more resources than Seditious Purpose from the same pickup, but it takes twice as many objectives and a longer trip. If you only have time for one Cualonor mission and want Raw Σ-Tritanium, this is the one.
