Where to find the Arkonian Scavenger
The two bands live in different neighborhoods. The level 29–31 version patrols warp-22 systems that most mid-game ships can reach without trouble. The level 35–41 version needs warp 47–48, a real jump, so plan on an upgraded warp engine before you go hunting the top end. There are no Arkonian Scavenger spawns between levels 32 and 34, so if you outlevel the low band, your next stop is the warp-47 territory.

Through level 39 the Arkonian Scavenger drops tritanium, in stacks that grow with the hostile’s level: roughly 272 per kill at the bottom of the range up to 582 near the top.
