Vocal Minority is a Romulan story mission in Star Trek Fleet Command in which you reunite Sovren and Kelia and help them take on the last of the anti-Unity Cabalists. It starts at warp 1 and needs warp 45 to complete, with the fighting in Chaltok and the finish at Galorndon Core. You eliminate two Cabalists, Aseri and Gensia, along the way. The reward is 1,702,000 Tritanium, 330 3★ Battleship Parts and a Romulan reputation boost, and it unlocks the next mission, Integration.
Vocal Minority objectives
The story line reads: reunite Sovren and Kelia to take on the last of the anti-Unity Cabalists. There are five objectives and no choice split:
- Take Kelia to Sovren’s side on Volos. Location: Vendor.
- Prepare for an assault on the last of the Cabalists. Location: Chaltok.
- Eliminate Aseri. Location: Chaltok. Enemy strength about 418,676.
- Eliminate Gensia. Location: Chaltok. Enemy strength about 647,357.
- Take Sovren and Kelia to Galorndon Core. Location: Galorndon Core.
The first step is an escort to Volos in the Vendor system. The mission then moves to Chaltok, where you prepare the assault and take out both Cabalists. It ends with a second transport, this time carrying both Sovren and Kelia to Galorndon Core.
Where and what warp
The mission starts at warp 1 and needs warp 45 to complete. Three systems are involved: Vendor at the start, Chaltok for the fights and Galorndon Core for the finish.
The game lists a recommended level of 1. What matters in practice is the warp 45 range and the two Chaltok fights, with Gensia the harder of the pair at about 647,000 strength.

All three are listed at recommended level 1. Vocal Minority has the longest warp of the three and the only pair of named fights.
Tips
Bring a combat ship. The Vendor and Galorndon Core steps are transports, but Aseri and Gensia are both fights, back to back in Chaltok, so a ship that struggles with the first will have a harder time with the second.
Repair between the two Cabalists if you took real damage. Gensia is about 50% stronger than Aseri.
The Romulan Credits and Points count toward your standing with the Romulans, and the Federation Point loss is small. If you are building battleships, the 330 3★ Battleship Parts are the most useful part of the payout.
