USS Franklin-A Part 4 is the fourth step in the eleven-part USS Franklin-A mission chain in Star Trek Fleet Command, recommended for level 42. It has a single objective, upgrading Operations to level 43, and it needs warp 1 to start and to finish, so there is no travel and no fight. The reward is one Franklin Warp Regulator Mk. II, and completing it unlocks USS Franklin-A Part 5. It pays out for a station upgrade you are already working toward.
USS Franklin-A Part 4 objectives
There is one objective and no choice split:
- Upgrade Operations to Level 43.
The story line for the whole chain is the same short instruction: upgrade your Station to unlock updates for the USS Franklin-A. Each part asks for the next Operations level, and each hands back one part for the ship. Part 4 is the Operations 43 step. The target is Operations 43; Operations 44 belongs to Part 5.
Where and what warp
No system is attached to the objective, and the mission needs warp 1 both to start and to complete. You never have to move a ship for it. The recommended level is 42, which lines up with the Operations 43 target: the part is meant to sit in your log while you work on that upgrade.
What Operations 43 asks for
The only real work in this part is the Operations upgrade itself. Current game data lists this base cost and unboosted build time for Operations level 43:

The building prerequisites are the part most players trip over. Shipyard 42 and Ship Hangar 42 need to be finished before the Operations upgrade can even be queued, so check those first.
USS Franklin-A Part 4 rewards
The reward is 1 Franklin Warp Regulator Mk. II. Completing the part also unlocks Part 5.
The same upgrade also completes the separate Operations 43 mission, which pays 80 each of 4★ Uncommon Refined Ore, 4★ Uncommon Refined Crystal and 4★ Uncommon Refined Gas. One upgrade, two mission payouts.

Part 4 is the last of the two-level jumps. From Part 5 on, each part asks for exactly one more Operations level than the one before.
