The Horizons of Limitation is a late-game story mission in Star Trek Fleet Command with a single objective: upgrade Operations to level 51. It starts and finishes at warp 1, the game lists a recommended level of 1, and the upgrade is the whole mission. The reward is 12,500,000 Dilithium, 500 Premium Recruit Tokens and 2,500 Ship XP, and finishing it unlocks Unfortunate Realities. Operations 51 is a milestone you will build anyway, so the mission is a bonus on top.
The Horizons of Limitation objectives
The story line simply asks you to upgrade your Operations. There is one objective and no choice split:
- Upgrade Operations to level 51.
No system, hostile or donation is involved. The mission clears when Operations reaches level 51.
Where and what warp
Warp 1 to start and warp 1 to complete, with no pickup system. The recommended level is listed as 1, but Operations 51 is a very late build, and that is the actual gate.

The unboosted build time is 3,881 days 22 hours 12 minutes. It requires Shipyard 50, Armada Control Center 45 and Shuttle Bay 5.
The Ascend Key 2 requirement is what sets level 51 apart from level 50, which needed refined ore instead. Shuttle Bay 5 is also a requirement that did not appear at earlier Operations levels.

Parsteel jumps about fivefold from level 50 to 51, and level 52 moves on to 5★ refined ore. Operations also raises the Weapon Damage of all your ships, with the bonus at 50% at level 50 and 55% at level 55.

Ascension shares the same Operations 51 objective, so the same upgrade covers the objective of both. Ascension’s Dilithium payout is far larger.
Tips
Collect the Ascend Key 2 early. It is the unusual requirement at this level, and 400 of them are needed.
Build Shuttle Bay 5 and Armada Control Center 45 alongside Shipyard 50. All three have to be in place before Operations 51 can be queued. More late-game missions are on the mission guide.
