Sleeping Dogs is a Romulan storyline mission in Star Trek Fleet Command where you reach out to the Suliban and then deal with a Romulan Commander on their behalf. The game lists a recommended level of 1, but the route runs out to warp 135 and the one fight is listed at about 6.6 million strength, so this is late-game content. The payout is heavy on Dilithium: 5,460,000 of it plus 60 100K Dilithium Tokens, along with Romulan faction rewards.
Sleeping Dogs objectives
Four objectives across three systems, and no choice split:
- Meet with the Suliban Leader. Location: Ballion.
- Find the Romulan Commander. Location: Urhaasi.
- Defeat the Romulan Commander. Location: Urhaasi (enemy strength about 6,625,226).
- Return to the Suliban Leader. Location: Ril Korvas.
The first meeting in Ballion sets up the job. From there you go to Urhaasi, locate the Romulan Commander and fight it in the same system. The final step sends you to Ril Korvas rather than back to Ballion, so plan the route as three separate stops.
Where and what warp
The mission starts at warp 1 with no pickup system, so it shows up once the previous mission is finished. Completing it needs warp 135. That range is the main gate here, together with the Commander fight.
The listed level of 1 is not a useful guide. Treat the 6.6 million strength Commander and the warp 135 trip as the real requirements.

The Federation Points figure is negative, so it is a deduction rather than a gain. Completing Sleeping Dogs also unlocks the next mission in the storyline.

The faction side of the reward is identical to The Same Page. What changes is the main payout, which swaps refined gas and Explorer parts for Dilithium. The next mission, Still Standing, pushes the range up again to warp 150.
Tips
Bring a combat ship. Three of the four steps are travel or talking, but the Romulan Commander fight in Urhaasi decides whether you finish, and there is no way around it.
Repair before the Commander rather than after. The return trip to Ril Korvas has no fight, so any damage you take in Urhaasi can wait until you are back at your station.
