Return on Investment is a Romulan storyline mission in Star Trek Fleet Command where you remind the Suliban what their membership in the Romulan Empire is worth by paying tithes to the Tal Shiar. You pick it up in Nelvana, fly to Tenebra to contribute to the Suliban war effort, and hand over 120,000 Dilithium. It needs warp 27 to start and warp 54 to complete, has no fight, and lists a recommended level of 1. It unlocks Ashen Skies.
Return on Investment objectives
Two objectives, no choice split:
- Fly to Tenebra to contribute to the Suliban war effort. Location: Cheron.
- Provide 120K Dilithium to the Tal Shiar for their support.
The Tenebra objective is set in the Cheron system. The Dilithium payment has no location, so it is paid from your stock once you reach that step. No hostile is listed.
Where and what warp
The mission is picked up in Nelvana at warp 27, but the trip to Cheron needs warp 54. That jump is the main thing to check before you accept, because a ship that can reach Nelvana may not have the range to finish.
The recommended level is listed as 1. The warp 54 range and 120,000 Dilithium are the real requirements.

Ashen Skies follows directly, taking Kelia and Sovren to the Suliban system to pay their respects. Dissent is another Nelvana pickup, where you crush the Kriosian Rebels. Dissent pays 347,000 Dilithium, which more than covers the 120,000 you give away in Return on Investment.
Tips
Check your warp range against 54 before you pick the mission up. The pickup only needs warp 27, so it is easy to accept a mission you cannot yet finish.
Keep 120,000 Dilithium set aside. The payment is the final step, so the mission stalls there if you are short.
