Refining Plant is a level 11 station mission in Star Trek Fleet Command that asks you to construct the Refining Plant, the station building that lets you refine raw materials found in mines across space. In the station’s building list this is the Refinery. The mission needs only warp 1 and has no fight. The reward is 1,250 2★ Raw Crystal, and finishing it unlocks The Warp Trail Less Traveled.
Refining Plant objectives
One objective, no choice split:
- Construct the Refining Plant.
No system is named and no hostile is listed. The mission completes as soon as the building is placed at level 1.

The cost is trivial, so the research is the only real gate. If the mission is active but you cannot place the building, finish the Unlock Refinery research first.
The game describes the building as processing raw materials: it refines raw ore, crystal, gas and other materials found across the galaxy. That is also why the reward is raw crystal, which becomes useful once the Refinery is running.

Warp 1 to start and warp 1 to finish, with no pickup system. Everything happens on your station. The recommended level is 11.

Making an Impression has you assist Maia’s investigation into strange readings from the Orion system. The Warp Trail Less Traveled comes next and has you deploy a jamming device in either Orion or Nausicaa, with a choice that decides whether you get Lucia Gonzales or Grace Chen shards.
Tips
Refine the crystal soon after you get it. The reward is raw material, and the building you just placed is the one that processes it.
