Puppeteer is a level 8 main storyline mission in Star Trek Fleet Command where you defeat Thrapp, the leader of the Nausicaan pirate group operating in Whinnul. It is a single fight at about 1,400 strength. The game lists warp 1 to start and to complete. The reward is 6,000 Parsteel and 600 Officer XP, and finishing it unlocks Data Structure Overhaul.
Puppeteer objectives
One objective, no choice split:
- Defeat Thrapp. Location: Whinnul (enemy strength about 1,392).
Thrapp is the named leader of the pirates, and beating him is the whole mission. There is no travel step, donation or report afterwards.
Where and what warp
There is no pickup system. Puppeteer starts after Black Market Blood, and the game lists warp 1 both to start and to complete. The fight takes place in Whinnul.
The recommended level is 8. Thrapp at about 1,400 strength is a light fight for a ship on level.

Black Market Blood has a choice split, and both paths pay Parsteel plus 1★ ship parts, with the final share going to Battleship or Survey parts depending on your choice. Data Structure Overhaul, next, is a station upgrade that pays 9,000 Parsteel. Puppeteer is the combat step between them.
Tips
Any combat ship on level can handle Thrapp. At about 1,400 strength he is a small fight, so there is no need to wait for upgrades.
Look ahead to the next fight. After Data Structure Overhaul, the storyline sends you to Security Sweep, where you patrol Weh at warp 5 and defeat 5 hostiles for 5,000 Parsteel, 1★ ship parts and 4 Barot shards. The Parsteel from Puppeteer and Data Structure Overhaul together, 15,000 in all, is a good base for the upgrades that come in between.
