When Operations finishes its upgrade to 39, the objective clears on its own and the mission resolves, which is also what opens the new Meridian tiers the mission describes.

There is nothing to fly out to. The mission lists a warp of 1 to start and 1 to complete, which is the game’s way of saying you never leave home to finish it.
