Loyalty and Service is a Romulan faction mission in Star Trek Fleet Command about earning the Romulan Empire’s respect. You collect 3 Romulan Seals of Loyalty, then donate 5 of them. It needs only warp 1 to start and finish, and the game lists a recommended level of 1. The reward is 1 Parsteel, so the mission is a token step; the Seals and the work behind them are the real point.
Loyalty and Service objectives
The story line is to complete tasks for the Romulan Empire to earn their respect. There are two objectives and no choice split:
- Collect 3 Romulan Seals of Loyalty.
- Donate 5 Romulan Seals of Loyalty.
The in-game objective text says the Seals come from completing Romulan Assignments. Note the numbers: the first step asks for 3 Seals, but the donation asks for 5, so you need at least 5 in hand before the second step can finish.

No system is named, and warp 1 covers both start and completion. The work happens wherever your Romulan Assignments take you.
The recommended level is listed as 1. The real gate is how quickly you can earn five Seals of Loyalty.
