Entrance Rights is a level 53 KSG side mission in Star Trek Fleet Command where you convince KSG security to let traders through. It is picked up in Zameda and needs warp 255 to start and finish. After finding the trader at the border in ghuH, you either bribe the guards with 25M Dilithium or recover weapons stolen from their armory. Both paths end with escorting the trader to Ariadexa and pay a KSG Datapad.
