Veils In Plain Sight is a level 63 side mission in Star Trek Fleet Command in which a con artist named Kagi uses your Dilithium to build a holographic disguise and trick the Romulans out of their fleet plans. It is picked up in Mistrare, needs warp 1,100 to start and to complete, and moves through Mistrare, Ternodak and Digali. There is one fight, a Klingon ship of about 4.52 billion strength, and a 10M Dilithium donation. The reward is 5,000 Σ-Tritanium and 456,000 Raw Σ-Parsteel, with no reputation change.
Veils In Plain Sight objectives
There are five objectives in a fixed order and no choice split:
- Pick up Kagi from his lab. Location: Mistrare.
- Provide Kagi with 10M Dilithium.

- Take Kagi to Ternodak. Location: Ternodak.
- Trick the Romulans in Digali. Location: Digali.
Kagi admits up front that he is a con man who learned his trade from Ro Mudd, and asks for 10M Dilithium to fund a job. It powers a holographic masking device that lets him look like anyone in his database. He tests it as Nero, then hails a Klingon ship as Martok. Unluckily, its commander, General B’Jarhj, is Martok’s uncle and sees through him at once. That is the fight.
Kagi takes the lesson to be that he needs to work on his voices, and tries Ben Sisko on the way to Ternodak. In Digali he poses as Sela, using an authorisation code bought with the rest of your Dilithium, and Subcommander Krissa hands over reports on Romulan fleet deployments across the quadrant. Kagi leaves in his shuttle to sell them to the Yridian Information Brokers.

The mission is picked up in Mistrare, where the fight also happens, and ends in Digali by way of Ternodak. Warp to start and to complete is 1,100, and the recommended level is 63.

For one fight and a donation, it pays the most Raw Σ-Parsteel of the six.
Tips
Have 10M Dilithium ready before you pick Kagi up; the mission stops at the donation until it is paid. After the Klingon fight, the last two steps are travel only.
