Towers of Chang is a level 50 Federation mission in Star Trek Fleet Command where you liberate a Starfleet ensign named Donnelly from Klingon custody. It is picked up in Draumen and needs warp 185 to start and finish. After a briefing in Rylan, you travel to a Klingon detention facility in Gorath, fight off an attacker, and appeal to Chang, who wants an 11M Dilithium tithe. The reward is 2,000 Ship XP and 186,300,000 Tritanium.
Towers of Chang objectives

The Klingon attacker is the only fight, and it comes before you can speak with Chang. The tithe secures Donnelly’s release, and the mission ends when you bring the ensign back to Blumenth in Rylan.

The attacker at around 13.4 million strength is the combat check, and the 11M Dilithium tithe is the only cost.

These four level 50 to 53 missions pay Federation Credits and Federation Points and take away Klingon Points, the reverse of the KSG missions in the same range.

Towers of Chang pays the most Tritanium of the four and has the lowest level and warp requirement. Its only cost, 11M Dilithium, is small next to the 243M Tritanium repair that Old Rivalries asks for.
Tips
Keep 11M Dilithium on hand. It is a small cost for a mission that pays over 186 million Tritanium.
Repair before Gorath. The attacker, at around 13.4 million strength, comes straight after you find the facility, and you cannot appeal to Chang until it is beaten.
