You open the assault by reaching ST-9417. The 25 kills name no system, so any hostile of level 43 or higher counts. Then come two named Starfleet ships in ST-9417, the Moldova first and the much weaker Gungnir second. The mission ends with a retreat to Kronos.

The mission before this one is An Enemy Once More, where you raid a Starfleet Wissenschaft vessel. Current game data for both:

Both pay the same 600 Klingon Credits and 311,000 Klingon Points and take the same 427,936 Romulan Points. An Enemy Once More also costs 160,476 Federation Points; So It Begins does not list a Federation loss.
So It Begins needs less warp than the mission before it but has a harder main fight.
Tips
Do the 25 kills before you engage the Moldova. The objectives unlock in order, so the grind comes first anyway, but it also means you reach the Moldova fight with whatever damage the grind left. Repair before you head into ST-9417 for the named ships.
Bring your strongest ship for the Moldova. At about 4.3 million it is the fight that decides the mission; the Gungnir after it is under a quarter of that.
