Upgrade the Akademie to 74 first. It is the listed requirement alongside Operations 74, and it is easy to leave behind while chasing the main buildings.
Go straight on to Verteidigungstechnologien 74 afterwards. It needs R&D Department 74, and Operations 75 needs Defense Technologies 74, so this upgrade starts a short chain that leads to Hang in There‘s Operations goal.
