Extreme Measures is a Romulan faction mission in Star Trek Fleet Command where you escalate the conflict between the Corvallens and the Klingons. You scout and bombard a Corvallen base in Vindemiatrix, report to Rihala in Qualor, then deliver a forged log to the Corvallens in Eisenhorn. It needs warp 17 to finish, the game lists a recommended level of 1, and the one fight is a Corvallen Guard Ship at roughly 30,071 strength. The reward is mostly speed ups plus a small Romulan standing gain.
Extreme Measures objectives

- Report to Rihala in Qualor. Location: Qualor.
- Bring the forged log to the Corvallens. Location: Eisenhorn.
The first three steps are the attack on the Corvallen base: scout it, destroy its guard ship, then bombard it. After that you report to Rihala in Qualor and carry a forged log to the Corvallens in Eisenhorn, which sets them against the Klingonen. Delivering the log completes the mission.

There is no pickup system, and the mission becomes available at warp 1. Completing it needs warp 17. The route runs Vindemiatrix, Qualor, Eisenhorn.
The recommended level shows as 1. A ship with warp 17 range that can beat a target of about 30,071 strength is the real requirement.

Tips
Bring a combat ship to Vindemiatrix. The Corvallen Guard Ship at about 30,071 strength is the only fight, and the bombardment cannot happen until it is gone.
Stay in Vindemiatrix for the first three steps. Scouting, the fight and the bombardment all happen there, so there is no reason to leave until the base is hit.
Use the speed ups well. Nine 1 Hour Speed Ups are the main payout, and they are best saved for building or research timers of an hour or more.
