By Any Means Necessary is a level 27 Klingon-aligned mission in Star Trek Fleet Command where the search for Sekula goes into Romulan space. It starts at warp 1 and needs warp 19 to complete, and every objective away from home is in Biruin. One Romulan ship stands in the way. The reward is Klingon Credits and Klingon reputation, and it unlocks Fear of Failure. It is a short step in the storyline with a single fight.
By Any Means Necessary objectives
Four objectives, no choice split:
- Go into Romulan Space. Location: Biruin.
- Defeat the Romulan Ship. Location: Biruin (enemy strength about 200,351).
- Find information on the Sekula’s whereabouts. Location: Biruin.
- Return to your Station.
The mission sends you over the border to Biruin, where you fight the Romulan ship first and then search for word of Sekula. With the information in hand, you head home to close it out.
Where and what warp
You can accept it from your station at warp 1. Warp 19 is needed to complete it, since Biruin is the one system you have to reach.
The recommended level is 27. The Romulan ship at about 200,000 strength is the only fight.
Because three of the four objectives are in Biruin, the route is a single round trip: fly out, do everything there, fly back.

The negative values are reputation losses with the Romulans and the Federation. Completing the mission unlocks Fear of Failure.

To the Surface pays the same Klingon Points but adds Tritanium. By Any Means Necessary gives Klingon Credits instead, which go toward the Klingon faction store. The storyline around it is covered on the Business as Usual arc page.
Tips
Fear of Failure, the next mission, raises the finish to warp 22. If your ship only just reaches Biruin, check its range before moving on.
Go in ready for one real fight. The Romulan ship is the only combat step, and it comes right after you arrive in Biruin.
Stay in Biruin after the fight. The information step is in the same system, so there is no need to leave and come back.
