Academy Level 40 is a station mission in Star Trek Fleet Command with one objective: upgrade the Academy to level 40. It starts and finishes at warp 1, and the game lists a recommended level of 1, so the upgrade is the whole task. The reward is 800 Ultra Recruit Tokens. That is one of the bigger token payouts in the station mission line, and it arrives on top of the officer stat bonus the Academy upgrade gives you.

The story line reads: Upgrade to Academy Level 40. There is one objective and no choice split:

No system is named and there is nothing to fight. The mission completes once the Academy reaches level 40.
Where and what warp
Warp 1 to start, warp 1 to complete, and no pickup system. Everything happens on your station.
The recommended level is listed as 1. The Academy 40 upgrade and its requirements are what actually gate the mission.

What Academy 40 needs
The Academy is where your officers stay when they are not assigned, and each level raises the Attack, Defense and Health of all your officers. Current building data lists these requirements for level 40: Operations 40 and Scrapyard 10.
The upgrade costs about 8.6 billion Parsteel and 15,000 4★ Common Refined Ore, and it takes about 64 days 15 hours unboosted.
The officer stat bonus is listed at 40% at level 40 and rises to 55% at level 45. The step from 40 to 45 is larger than the 5% per five levels the Academy gives up to level 40.

The Academy missions pay Ultra Recruit Tokens throughout, rising slowly from 800 at levels 40 and 41 to 1,000 at level 45.
Academy 41 is a slightly different build. It only needs Operations 41, but it adds 2,000 4★ Uncommon Refined Ore to the bill, costs about 8.77 billion Parsteel, and takes about 60 days 14 hours.
Where it sits in the station mission line
This mission follows Upgrade Operations to Level 39, which pays 10,000,000 Tritanium and three 3 Hour Repair Speed Ups. The mission after it, Upgrade R&D Department to Level 40, pays 10,000,000 Tritanium and four 3 Hour Repair Speed Ups. Academy 40 is the token-paying step between two Tritanium ones.
Tips
Check the Scrapyard. Scrapyard 10 is an easy requirement to overlook next to Operations 40.
Plan for the whole Academy run. Levels 41, 43 and 45 add another 2,700 Ultra Recruit Tokens between them, so the tokens from this mission are the first of a steady supply. Other missions sorted by level are on the mission guide.
