Upgrade Operations to Level 3 is one of the first station missions in Star Trek Fleet Command. Its single objective is to raise Operations to level 3, and it pays 30 Tritanium. It needs only warp 1 to start and finish, and the game lists a recommended level of 1. Finishing it unlocks Upgrade Parsteel Generator A to Level 3. The upgrade itself costs 75 Parsteel and takes six minutes, so this is a tutorial-speed mission.

The story line notes that Operations houses the command center and the station’s main computer. There is one objective and no choice split:

No system, hostile or donation is involved. The mission completes when Operations reaches level 3.

Warp 1 to start, warp 1 to complete, and no pickup system. The recommended level is 1, and at this point in the game the upgrade is quick enough that nothing really gates it.

The requirement explains the mission order. The mission before this one asks you to upgrade the Parsteel Warehouse to level 2, which is exactly what Operations 3 needs.
Operations is the building most others wait on. At level 3 it lets the Academy reach levels 2 and 3, and it is one of the requirements for level 3 of the Astronautics Studio and Defense Technologies. The R&D Department unlocks one step later, at Operations 4.
Every Operations level also adds to the Weapon Damage Bonus for all your ships, which starts at 1% at level 1 and reaches 5% at level 5.

Level 3 is the smallest of these. Repair speed ups join the reward from Level 5 onward.
Tips
Follow the chain. The early station missions are ordered so that each one sets up the next upgrade’s requirements, and together they hand out enough small Tritanium rewards to cover the first Tritanium costs.
