Upgrade Operations to Level 18 is a station mission in Star Trek Fleet Command with one objective: raise your Operations building to level 18. It starts and finishes at warp 1, and the game lists a recommended level of 1, so the upgrade is the only real requirement. The reward is 8,000 Tritanium and two 5 Minute Repair Speed Ups. Operations 18 is also the objective of a second mission, covered below.
Upgrade Operations to Level 18 objectives
The mission text describes Operations as the home of the command center and the station’s main computer. There is one objective and no choice split:
- Upgrade Operations to Level 18.
No system, hostile or donation is involved. The mission completes when Operations reaches level 18.
Where and what warp
Warp 1 to start and warp 1 to complete, with no pickup system. Everything happens on your station.
The recommended level is listed as 1, but the mission only completes once Operations 18 is built, so the building is the gate.

In the game’s station mission chain, this one follows Upgrade Shipyard: Level 17, and completing it unlocks Construct Drydock C, which pays 2,500 Tritanium and two 5 Minute Repair Speed Ups.

Rise of the Independents has the same objective, upgrading Operations to level 18, and pays 50,000 Parsteel. Its recommended level is 18. Both missions ask for the same build, so it is worth having both in your log when Operations 18 goes up.

The unboosted build time is 2 days 18 hours 24 minutes. Before you can start you need Shipyard 17, Parsteel Warehouse 15 and Refinery 17. The 8,000 Tritanium reward is more than double the Tritanium this level costs.

Tips
Check Refinery 17 before you plan the build. Along with Shipyard 17 it is the highest requirement for this level, and Parsteel Warehouse only needs to be at 15.
