The Proposition is a Star Trek Fleet Command mission where a Corvallen Loyalist makes you an offer: betray the rebels, or turn it down. It starts at warp 1 and needs warp 70 to complete, with every located step in Delmas. After meeting the Loyalist and defeating a Corvallen Officer, your choice decides the rewards and the next mission. One path pays 160 4★ Uncommon Explorer Parts; the other adds a fight with Lieutenant Lotem and pays 900 Ultra Recruit Tokens. Both pay 600 Romulan Credits and 260,000 Romulan Points.
The Proposition objectives
The mission opens with two shared steps, then asks whether to betray the rebels or reject the Loyalist’s offer:
- Meet with the Corvallen Loyalist. Location: Delmas.
- Defeat the Corvallen Officer. Location: Delmas. Enemy strength is about 1,950,820.
- Betray the rebels or reject the Loyalist’s offer.
Path 1
- Return to your Station.
Rewards for Path 1: 160 4★ Uncommon Explorer Parts, 600 Romulan Credits, 260,000 Romulan Points and -262,080 Federation Points.
Path 2
- Defeat Lieutenant Lotem. Location: Delmas. Enemy strength is about 1,969,977.
- Return to your Station.
Rewards for Path 2: 900 Ultra Recruit Tokens, 600 Romulan Credits, 260,000 Romulan Points and -262,080 Federation Points.
Path 1 continues into Sold, where you take down the Corvallen rebellion and report to Lieutenant Lotem, so it is the path that goes along with the Loyalist. Path 2 has you fight Lotem instead and continues into The Best Defense, where you stop the Loyalist onslaught.
Where and what warp
You can accept The Proposition at warp 1, but it needs warp 70 to finish. Delmas is the only named system.
The game lists a recommended level of 1, which does not describe the mission. The Corvallen Officer at about 1.95 million strength, Lotem at about 1.97 million on Path 2, and the warp 70 trip are the real requirements.

Path 2 is one extra fight now, but it leads to the much larger Parsteel payout in The Best Defense. Path 1 is quicker today and leads to a big Tritanium reward in Sold, followed by The Sharpest Knife.
Tips
Decide based on the follow-up as much as the immediate reward. The Explorer parts and Ultra Recruit Tokens are the only difference here, but the next missions differ by tens of millions of resources.
On Path 2, repair between the Corvallen Officer and Lotem. Both fights are in Delmas and close to 2 million strength.
