Current building data lists Operations 47 and Shipyard 47 as the requirements. The upgrade costs 780 million Tritanium, 79.56 billion Parsteel, 16,500 4★ Uncommon Refined Crystal and 7,500 4★ Rare Refined Crystal, with an unboosted build time of about 881 days.
If the 38 tokens are worth a million Tritanium each, as the name suggests, the mission returns roughly 75.9 million Tritanium in total, just under a tenth of the upgrade’s Tritanium bill.
The Ship Hangar raises the Hull Health of all your ships and adds ship inventory slots as it levels. The hull bonus is listed at 135% at level 45 and 150% at level 50.

The rewards grow quickly in the forties. Level 47 pays almost five times what level 42 does, and level 49 pays nearly double level 47.

That is roughly 60% more Tritanium than level 47, so the Tritanium from this mission is best saved toward it.

Tips
Get Operations and Shipyard to 47 before planning the hangar. Both are listed requirements, and each is a long upgrade in its own right.
Keep the Tritanium Tokens for a big upgrade. Saving them for a single large Tritanium bill lets you finish that upgrade without waiting on generators.
