Safe Haven is a five-part Star Trek Fleet Command mission chain in which you help Ba’el find Romulan-Klingon hybrids and build a haven for them. Every part has a recommended level of 25. It starts in Alpha Horunia, takes you through Klingon and Romulan space, and needs warp 18 to 26. The headline rewards are two rounds of Ba’el shards, Latinum, Klingon and Romulan Recruit Tokens and Premium Recruit Tokens. Parts 4 and 5 each have a choice between fighting or paying. It is a quick, low-cost chain with an officer at both ends.

Safe Haven Part 1
You head to Alpha Horunia to meet Ba’el, clearing some hostiles along the way.
- Set a course for Alpha Horunia.
- Defeat 10 hostiles of level 25 or higher.
- Meet Ba’el (Alpha Horunia).
Warp to complete: 22.
Rewards: Ba’el shards, 268,000 Parsteel, 1 × 4 Hr Peace Shield.
Safe Haven Part 2
The search for hybrids starts in the Klingon Empire. A Cha’Dich attacks in Francihk before you can meet Azetbur in Yadow.
- Set a course for Francihk.
- Defend yourself against the Cha’Dich (Francihk, enemy strength about 154,890).
- Meet Azetbur in Yadow.
- Return to your station.
Warp to complete: 18.
Rewards: 9,000 Dilithium, 330 Latinum, 500 Klingon Recruit Token.
Safe Haven Part 3
Sela knows about Romulan hybrids, and she is in prison. You get past the guard ship and convince her to share where her hybrid files are.
- Proceed to Sela’s prison (Zova Rhen).
- Defend yourself from the prison guard’s ship (Zova Rhen, enemy strength about 153,150).
- Convince Sela to divulge the location of her hybrid files (Zova Rhen).
Warp to complete: 18.
Rewards: 450 Premium Recruit Token, 30,000 Tritanium, 4 × 3 Hour Speed Up.
Safe Haven Part 4
With Sela’s files you track hybrids in the Romulan Empire. A neighbor of the first hybrid knows something, and the mission asks how to get them to talk.
- Set a course for Sufiday.
- Speak with the hybrid’s neighbor (Sufiday).
- Choose how to get the neighbor to talk.
Warp to complete: 26.
Choice A: use a show of force
- Defeat the Romulan patrol (Sufiday, enemy strength about 133,290).
- Proceed to the second hybrid’s location (Nipaj).
- Proceed to the third hybrid’s location (Tandorian).
Rewards: 1,100 Latinum, 887,000 Parsteel, 131,000 Tritanium.
Choice B: pay for the information
- Donate 100,000 Tritanium for the information.
- Proceed to the second hybrid’s location (Nipaj).
- Proceed to the third hybrid’s location (Tandorian).
Rewards: 200 Ship XP, 887,000 Parsteel, 500 Romulan Recruit Token.
Safe Haven Part 5
Ba’el is setting up the hybrid haven and needs goods from a trader in Qualor. You either pay him or do him a favor, then finish at Alpha Horunia.
- Set a course for Qualor.
- Choose whether to pay the trader or do him a favor.
Warp to complete: 22.
Choice A: pay the trader
- Donate 30,000 Dilithium.
- Proceed to Alpha Horunia.
- Defeat 10 hostiles of level 25 or higher.
- Return to your station.
Rewards: Ba’el shards, 39,000 Dilithium, 50 × 15 Minute Repair Speed Up.
Choice B: do the trader a favor
- Get rid of the competition (Fastolf).
- Collect the goods (Qualor).
- Proceed to Alpha Horunia.
- Defeat 10 hostiles of level 25 or higher.
- Return to your station.
Rewards: Ba’el shards, 1,305,000 Parsteel, 50 × 15 Minute Repair Speed Up.
Tips for completing Safe Haven
Safe Haven picks up after the Prophetic chain, and when you finish Part 5 the story moves on to Amalgam. Each part unlocks the next.
Warp is easy to plan for. Parts 2 and 3 need only 18, Parts 1 and 5 need 22, and Part 4 tops the chain at 26, with the hybrid trail running through Sufiday, Nipaj and Tandorian.
The named fights are the Cha’Dich in Part 2 at about 154,890, the prison guard in Part 3 at about 153,150 and, on the force path of Part 4, a Romulan patrol at about 133,290. Parts 1 and 5 each add 10 hostiles of level 25 or higher, so any level 25 fleet that can grind a few kills will do.
Parts 2 and 3 have no choice and a single fight each, so they are the fastest parts of the chain. Part 3 is also the only part that pays Premium Recruit Tokens.
Both choices are about what you want to spend. In Part 4, the show of force is free and pays 1,100 Latinum and 131,000 Tritanium, while paying 100,000 Tritanium gets you 500 Romulan Recruit Tokens and 200 Ship XP instead. In Part 5, paying 30,000 Dilithium gives back 39,000 Dilithium, while the favor route adds a trip to Fastolf and pays 1,305,000 Parsteel. The Ba’el shards and repair speed-ups come either way.

Are the Safe Haven rewards worth it?
Yes. At level 25 you get two rounds of Ba’el shards, 450 Premium Recruit Tokens, 500 Klingon Recruit Tokens, Latinum and more than 1.1M Parsteel, and nearly 2.5M if you take the favor route in Part 5. The costs are small, the fights stay under 155,000 strength and the warp never goes above 26.
