S31 Georgiou in STFC: Apex Shred specialist guide

Quick take on S31 Georgiou

S31 Georgiou is the Section 31 reimagining of the mirror universe Emperor Philippa Georgiou. In Star Trek Fleet Command she is built around one job: Apex Shred. On the bridge she chews through the Apex Barrier on non-Armada hostiles, and below decks she does similar work against other players in PvP.

She is an Epic Science officer from the Strange New Worlds group, sitting inside the Section 31 faction in the game. One thing to call out up front: she has no Captain’s Maneuver, so you slot her where her abilities actually fire. That means the bridge for hostile farming under Apex Barriers, or a below-decks seat on a PvP crew.

Star Trek background

Philippa Georgiou first appears in Star Trek: Discovery as the Emperor of the mirror universe Terran Empire in the 23rd century. After the USS Discovery’s accidental crossing into the mirror universe, she is brought back to the Prime universe, briefly poses as the prime Georgiou to help end the Federation-Klingon War, and is then recruited into Section 31.

Across the rest of Discovery, she works as a Section 31 asset alongside operatives such as Leland, travels with the Discovery crew to the 32nd century, and is eventually sent back to a time where the mirror and prime universes are still aligned with the help of the Guardian of Forever.

The Section 31 version that STFC borrows for this officer comes from Star Trek: Section 31, the 2025 Paramount+ film. Michelle Yeoh’s Georgiou is living under an alias as the owner of an entertainment venue on the space station Baraam, which doubles as a Section 31 operating base in violation of the Treaty of Ka’Tann. That setting is the bridge from canon to her in-game Section 31 identity, and her in-game flavor text leans on it directly.

Her role in STFC

S31 Georgiou is one of three Section 31 officers introduced together as Apex Shred specialists, alongside Rachel Garrett and Zeph. The trio was designed for content that uses Apex Barrier mechanics, and Solo Wave Defense is the obvious example. Each of them attacks the barrier from a different angle, and Georgiou is the one that does it on the bridge against hostiles.

If you have spent any time fighting hostiles with Apex Barrier, you know the pattern. Ordinary damage feels muted because the barrier soaks a flat percentage of every shot. Apex Shred is the stat that cuts that barrier down. The math the game uses is roughly Apex Barrier divided by (1 plus Apex Shred), so at 100% Shred the remaining barrier drops to half its starting value. Georgiou’s job, in plain language, is to make sure your shots actually land.

Captain ability: Chain of Command

Georgiou has no Captain’s Maneuver. The in-game text is blunt: this officer does not have a Captain’s Maneuver, and equipping her as the captain of a ship provides no benefit. There is no rank table here, because there is nothing to scale. Treat her captain slot as wasted and put her on the bridge or below decks instead.

Bridge ability: Loyal to Duty

When Georgiou sits on the bridge, she increases the ship’s Apex Shred against non-Armada hostiles. The ability only fires against non-Armada targets, so she does not help with Armada damage. Inside her lane, though, she is one of the cleaner Apex Shred boosters in the game.

Per-rank values shown in the database, current as of the latest game data:

Rank Apex Shred vs. non-Armada hostiles
Ensign I 50%
Lieutenant JG II 55%
Lieutenant III 70%
Lt. Commander IV 100%
Commander V 150%

The headline use case is hostile content that armors itself with Apex Barrier, including Solo Wave Defense. The jump from rank 3 to rank 4 is the steepest, and the rank 5 number is where she really starts pulling weight on a damage crew.

Below decks ability: Two But One

Sit her below decks and she still works on Apex Shred, but now against other players. This is the PvP half of her kit. Use her on a PvP crew where you expect the enemy Commander to carry Apex Barrier from their own bridge officers.

Per-rank values shown in the database, current as of the latest game data:

Rank Apex Shred vs. players
Ensign I 25%
Lieutenant JG II 35%
Lieutenant III 50%
Lt. Commander IV 70%
Commander V 100%

The two abilities split her use cleanly. If you only have one copy of her, decide whether you want the PvE bridge boost or the PvP below-decks one and slot her accordingly. Promoting her benefits both seats, since the per-rank numbers are tracked separately.

Where she shines

Three concrete situations where S31 Georgiou earns her seat:

  • Solo Wave Defense and other content built around Apex Barrier hostiles. Her bridge ability is the cleanest way to put more damage through that barrier, especially once she is past rank 3.
  • Hostile farming where you keep running into Apex Barrier on the enemy. Promote her up and put her on the captain ship’s bridge to soften those targets, leaving the captain slot for a damage officer.
  • Player versus player. Below decks she chips away at Apex Barrier on enemy Commanders, and she stacks with Rachel Garrett’s barrier work against battleships or Zeph’s against interceptors when you want a layered Section 31 PvP crew.

How to recruit S31 Georgiou

Reaching her maximum rank costs 1,500 shards in total. Officer shards rotate through events, faction stores, and recruit tokens, and Section 31 content in particular has been the main source for this trio. Check the current event calendar and Section 31 store before you assume she is on offer.

Total shards to take her from new recruit to Commander V (Rank 5):

Rank Shards to promote into this rank Cumulative total Max level
1 (Ensign) 100 100 5
2 (Lieutenant JG) 100 200 10
3 (Lieutenant) 200 400 15
4 (Lt. Commander) 300 700 20
5 (Commander) 800 1,500 30

Shard counts and rank brackets are current as of the latest data and can move with patches.

Class and crew synergy

Georgiou is a Science officer in the Strange New Worlds group, and she sits in the Section 31 faction in the game. When you pair her with class-matched officers in the same group, the standard class-synergy bonus applies on the captain ability slot, so a Science-heavy Strange New Worlds bridge gets a small boost on top of her own ability. Since she has no captain ability of her own, that synergy line only matters when another officer is captaining the ship.

For crew building, her ceiling is highest when her two Apex Shred partners are also on the field. Rachel Garrett’s below-decks ability targets Apex Barrier on Battleship hostiles, and Zeph’s targets Interceptor hostiles. Both stack with Georgiou’s bridge ability, so a Solo Wave Defense crew can chain Apex Shred and Apex Barrier reduction across multiple seats at the same time.

Character traits

Georgiou unlocks three traits in order: Deceptive, Charismatic, and Rogue. The first two are short trees with modest XP costs at each level. Rogue is the long final tree and pushes into the tens of thousands of XP per level. Traits unlock in sequence, so you finish each tree before the next one opens. Plan your trait XP around Rogue, since that one is where most of the total cost sits.

Frequently asked questions

Is S31 Georgiou worth ranking up?

If you do Solo Wave Defense or any content with Apex Barrier hostiles, yes. Her bridge ability scales meaningfully as you promote her, going from 50% at Ensign I to 150% at Commander V. Players who never touch Apex Barrier content get less out of her, since both of her abilities key off that mechanic.

Where do you get S31 Georgiou shards?

She was introduced through Section 31 content, so the Section 31 store and Section 31-themed events have been her main sources. Recruit tokens can also pull her up, but the targeted source is the faction store. Check the current rotation in your game before assuming she is available.

What ship is she best on?

Any ship you want to use against Apex Barrier hostiles. Because she has no Captain’s Maneuver, she is bridge crew rather than captain. Pair her with a captain whose ability rewards damage, and you get more out of every shot once her Shred chips the barrier down.

Can you use her in PvP?

Yes, but use her below decks for that. Two But One fires against players, while Loyal to Duty only fires against non-Armada hostiles. The two abilities do not double up on the same enemy, so place her in whichever seat matches the fight in front of you.

Does she help in Armada battles?

No. Her bridge ability specifically excludes Armada targets, and her below-decks ability is keyed to players. Bring a different Apex Shred or damage officer for Armada content.

Bottom line

S31 Georgiou is a specialist. She does one thing: cut Apex Barrier on non-Armada hostiles from the bridge, or on players from below decks. If your roster runs Solo Wave Defense or fights Apex Barrier hostiles in any volume, she pays back the shards quickly. If you never run into Apex Barrier, she can sit on the bench until the game pushes you into content where she fits.
