The cost is about 3.51 billion Parsteel, 86 million Dilithium and 9,000 4★ Common Refined Ore, with an unboosted build time of about 45 days 10 hours. Against an 86 million Dilithium bill, the 3.76 million reward covers a little over 4% of the cost.

Save up the Dilithium before you start. At around 86 million for this level, Dilithium is the part of the bill most likely to hold you up, and the reward only lands once the upgrade is finished.
