USS Franklin-A Part 11 is the last step of the USS Franklin-A upgrade chain in Star Trek Fleet Command, a side mission in the Absolution Arc 1 storyline. It is recommended for level 49 and has a single objective: upgrade Operations to level 50. Nothing needs to fly anywhere, so warp 1 covers both the start and the finish. The reward is one Franklin-A Omega Retrofit Key, and this part does not unlock a further mission in the chain.
USS Franklin-A Part 11 objectives

The story line for this part reads “Upgrade your Station to unlock updates for the Franklin-A.” That is the whole task. There is no hostile to fight, no system to visit and no donation to make. The objective completes when your Operations building reaches level 50, so the real work is the station upgrade itself and everything it asks of you beforehand.

This mission happens at home. Warp to start and warp to complete are both 1, which in practice means any ship you own is enough, because the mission never sends a ship out. You pick it up as the follow-on to USS Franklin-A Teil 10.
The recommended level is 49, which lines up with the objective: at level 49 your Operations building is one upgrade away from the level 50 target. If Operations is lower than that, the mission simply stays in your log until the upgrade lands.
USS Franklin-A Part 11 rewards
The reward is a single item: 1 Franklin-A Omega Retrofit Key. It is the last of the retrofit keys handed out by this chain, and it is the reason to finish the final step rather than leave it sitting in the mission list. The ship it belongs to is covered on the USS Franklin-A .
Because this is the final part, there is no “unlocks the next part” line. Completing it closes the Franklin-A upgrade chain.
USS Franklin-A Part 10 and Part 11 compared
The last two parts of the chain follow the same pattern, one Operations level apart. Each asks for a single station upgrade and pays a different retrofit key.

Part 10 hands over the Delta key and unlocks Part 11. Part 11 hands over the Omega key and ends there. If you finish Operations 49 and Operations 50 close together, the two keys arrive in quick succession.

Tips
Plan around the Operations upgrade, not the mission. The mission pays out when the upgrade finishes, so the station build sets the pace. Check the Operations upgrade requirements early so the level 50 build is not held up by a missing prerequisite building.
Keep the chain in order. Part 11 only appears after Part 10, so if you reached Operations 50 without accepting the earlier parts, work back through them from USS Franklin-A Teil 1.
